general informationThe state educational institution of secondary vocational education "Nizhny Novgorod College of Economics and Law" ("Nizhny Novgorod Industrial and Economic College" until 1991) was created on the basis of the Nizhny Novgorod Industrial and Economic Institute in 1922.
According to the data available in the archives, in the 1923/1924 academic year, 382 people studied at the technical school, including 64 workers, 127 peasants. At the same time, office and bookkeeping courses were created at the technical school for inmates of orphanages. In 1927, the first graduation of 21 students was carried out. In 1930, the technical school had four departments: accounting and finance, accounting and planning, accounting and calculation, and the department of labor economics.
The technical school experienced difficult times during the Great Patriotic War. Most of the building was occupied by a military unit, there were not enough rooms and furniture, and the electricity was often cut off. In September 1945, the entire building occupied before the war was returned to the technical school. The number of classrooms and offices has increased. During the war years, despite the difficulties, 248 specialists were trained.
In 1956, a correspondence department was created at the technical school, and an evening department in 1959. In the same year, a new specialty “Mechanization of accounting and computing work” was opened at the technical school, and in 1970 - the specialty “Programming for high-speed mathematical machines.”
The machine counting station, created in 1960, has now been transformed into a training computing center.
Since 1969, the technical school has been located in a modern building. In 1976, the hostel was put into operation.
From 1962 to 1990, an editorial and publishing group functioned at the technical school, which published educational and methodological documentation for students in correspondence departments of technical schools throughout the country.
In 1991, the Nizhny Novgorod Industrial and Economic College was transformed into the Nizhny Novgorod College of Economics and Law. Currently, the college trains specialists in the following specialties: - Economics and accounting (by industry) - Management (by industry) - Law - Computer software and automated systems. The educational institution has been repeatedly noted for its success in the field of education by the Administration of the Kanavinsky District.

I. General provisions
1. These Rules for admission to the State budgetary educational institution of secondary vocational education "Nizhny Novgorod Economics and Law College named after Hero of the Soviet Union Boris Pavlovich Trifonov" (hereinafter referred to as the College) were developed in accordance with the Law of the Russian Federation "On Education" dated 01.01.2001, Model regulations on an educational institution of secondary vocational education, approved by Decree of the Government of the Russian Federation of 01.01.2001. No. 000, by order of the Ministry of Education and Science of the Russian Federation dated January 1, 2001 No. 50 “On approval of the Procedure for admitting citizens to study in educational programs of secondary vocational education for the 2013/14 academic year”, changes that are made to the Procedure for admission to those with state accreditation Educational institutions of secondary vocational education, approved by Order No. 2 of the Ministry of Education and Science of the Russian Federation dated 01.01.2001, “Sanitary and epidemiological requirements for the organization of the educational and production process in educational institutions of primary vocational education” SanPiN 2.4, the Charter of the College.
2. These Rules regulate the admission of citizens of the Russian Federation, foreign citizens, stateless persons, including compatriots living abroad (hereinafter referred to as citizens, applicants) for training in educational programs of secondary vocational education (hereinafter referred to as SVE) in specialties SVE (hereinafter referred to as educational programs) at the expense of the regional budget, under contracts with payment of the cost of training with legal entities and (or) individuals (hereinafter referred to as the contract with payment of the cost of training).
Admission of foreign citizens to the College for training in educational programs is carried out in accordance with the Procedure for admitting citizens to study in educational programs of secondary vocational education for the 2013/2014 academic year, and international treaties of the Russian Federation at the expense of the regional budget, as well as under contracts with payment of tuition fees.
3. The rules for admitting citizens to educational organizations in the part not regulated by the legislation of the Russian Federation in the field of education, the current Procedure, and the charter of the College are determined by the College independently.
4. Admission to the College of persons to study in educational programs is carried out on the basis of applications from persons with basic general or secondary (complete) general education.
5. Admission to study in educational programs at the expense of the regional budget is publicly available, unless otherwise provided by Part 4 of Article 111 of the Federal Law “On Education in the Russian Federation”.
6. Target figures for the admission of citizens for training at the expense of the regional budget are established on a competitive basis for the specialties sold at the College.
7. The number of places for admission of students in 2013 (hereinafter referred to as budget places) is determined in accordance with the control figures approved by order of the Ministry of Education of the Nizhny Novgorod Region dated August 14, 2012 No. 000.
8. The College in 2013, on the basis of a certificate of state accreditation series 52 No. 000 registration No. 000 dated November 24, 2010, license series 52 No. 000 registration No. 000 dated May 12, 2011, the Charter of the College and admission control numbers, carries out admissions according to the following specialties:

− rules for admission to college; − the procedure for organizing admission to the college for training under contracts with payment of tuition fees; − a list of specialties for which the college announces admission in accordance with the license to carry out educational activities (highlighting the forms of education (full-time, part-time), indicating the main professional vocational programs of basic and (or) advanced training; − educational requirements that are necessary for admission (basic general or secondary (complete) general education); − information on the possibility of accepting applications and necessary documents provided for by these Rules in electronic digital form. − the total number of places for admission in each specialty, including various forms of education; − number of budget places for admission in each specialty, including various forms of education; − number of places in each specialty under contracts with payment of tuition fees; − deadlines for submitting an application for admission to college; − application form; − deadlines for submitting the original document on education; 21. When submitting an application (in Russian) for admission to the college, the applicant presents, at his own discretion, the following documents: 21.1. Citizens: − original or photocopy of identification documents, − original or photocopy of a state document on education; − 4 photographs; 21.2. Foreign citizens, stateless persons, including compatriots living abroad: − a copy of the applicant’s identity document, or an identity document of a foreign citizen in the Russian Federation, in accordance with Article 10 of the Federal Law of January 1, 2001 “On the Legal Status of Foreign Citizens in the Russian Federation”; − original state-issued document on education (or its duly certified copy) or an original document of a foreign state on the level of education and (or) qualifications recognized in the Russian Federation at the level of a state-issued education document (or its duly certified copy) , as well as in the case provided for by the legislation of the Russian Federation, a copy of the certificate of recognition of this document; − a duly certified translation into Russian of a document from a foreign state on the level of education and (or) qualifications and its annexes (if the latter is provided for by the legislation of the state in which such a document on education was issued); − copies of documents or other evidence confirming that a compatriot living abroad belongs to the groups provided for in Article 17 of the Federal Law of January 1, 2001 “On the state policy of the Russian Federation regarding compatriots abroad”; − 4 photos. All translations into Russian must be made in the name and surname indicated in the identity document of a foreign citizen in the Russian Federation. 22. In the application, applicants indicate the following mandatory information: − last name, first name and patronymic (the latter – if available); − date of birth; − details of the document proving his identity, when and by whom it was issued; − information about the previous level of education and the education document confirming it; − the specialty for which he plans to enroll in college, indicating the conditions of study and the form of education (within the admission target figures, places under contracts with payment of tuition fees); − need for hostel accommodation. The application also records the fact of familiarization (including through public information systems) with copies of a license to carry out educational activities, a certificate of state accreditation and annexes to them, or the absence of a copy of this certificate. The fact of familiarization is certified by the personal signature of the applicant. The applicant’s signature also confirms the following: − obtaining secondary vocational education for the first time; − familiarization (including through public information systems) with the date of submission of the original education document. If an applicant submits an application that does not contain all the information provided for in this paragraph and (or) information that does not correspond to reality, the college returns the documents to the applicant. 23. Applicants have the right to send an application for admission, as well as the necessary documents, through public postal operators (hereinafter referred to as by mail), as well as in electronic form (if such a possibility is provided in the educational organization) in accordance with the Federal Law of April 6, 2011 “On Electronic Signature”, Federal Law of 01.01.01 “On Information, Information Technologies and Information Protection”, Federal Law of July 7, 2003 “On Communications”. When sending documents by mail, the applicant encloses with the application for admission photocopies of documents proving his identity and citizenship, a state document on education, as well as other documents provided for by these Rules. Documents sent by mail are accepted upon their receipt by the college no later than the deadlines established by clause 20 of this Procedure to complete the acceptance of documents. When submitting the original documents in person, applicants are allowed to have their photocopies certified by the college. 24. It is not allowed to charge a fee to those arriving when submitting the documents specified in paragraph 21 of these Rules. 25. A personal file is opened for each applicant, in which all submitted documents are stored. 26. When submitting documents in person, the applicant is given a receipt for documents acceptance. 27. Upon written application, applicants have the right to pick up the original education document and other documents submitted by the applicant. Documents must be returned by the college within the next working day after submitting the application. V. Procedure for admission of foreign citizens 28. Admission of foreign citizens to college for training in basic educational programs of secondary vocational education is carried out in accordance with the order of the Ministry of Education and Science of the Russian Federation dated 01.01.01. No. 50 and international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of the corresponding budget, as well as under agreements with payment of the cost of training by individuals and (or) legal entities. 29. When applying for admission to a college for the main professional educational program of secondary vocational education, the applicant presents the documents specified in clause 21.2. these rules of admission. 30. Enrollment of foreign citizens for training at the expense of the relevant budget, as well as under contracts with payment of the cost of training by individuals and (or) legal entities, is carried out within the time frame and in the manner established by the college in these admission rules. VI College Enrollment 31. The applicant submits the original state document on education by 15-00 on August 26. 32. After the deadline for submitting original educational documents, the head of the college issues an order for the enrollment of persons recommended by the admissions committee for enrollment and who have submitted the originals of the relevant documents. An appendix to the enrollment order is a list of named persons. The order with an attachment is posted the next business day after publication at the information stand of the admissions committee and on the official website of the college. Advertisement programs of basic general or secondary (complete) general education specified in the submitted state educational documents, i.e. average score. 34. When calculating the average score, grades in all disciplines specified in the education document are taken into account. The average score is taken into account to the second decimal place with numbers rounded according to the rules of mathematics. In the event of a tie, priority for admission shall be given to: − applicants with higher grades in major disciplines (in the order of listing) namely: o by specialty 080114 Economics and accounting (by industry), 080214 Operational activities in logistics, 080118 Insurance (by industry), 180110 Banking, 100701 Commerce (by industry) - mathematics, Russian, computer science; o in specialty 230115 Programming in computer systems - mathematics, computer science, Russian language; o by specialty 034702 Documentation support for management and archival science, 030912 Law and organization of social security - Russian language, History, Mathematics. − winners of city, regional and all-Russian Olympiads in major disciplines with the provision of a document of the winner of the current year. 35. When providing a document on primary or secondary vocational education, only grades in general education disciplines are taken into account when calculating the average score. 36. Enrollment in college, subject to availability of places, can be carried out until December 31 of the current year.
