Resolution of the Chief State Sanitary Doctor of the Russian Federation dated June 21, 2016 No. 81 “On approval of SanPiN 2.2.4.3359-16 “Sanitary epidemiological requirements to physical factors in the workplace"

A comment

Despite the innovations, the following regulations remain in force:

  • CH 2.2.4/2.1.8.562-96. 2.2.4. Physical factors of the production environment. 2.1.8.
  • Physical factors of the natural environment. Noise in workplaces, in residential and public buildings and in residential areas. Sanitary standards; SanPiN 2.2.4.548-96. 2.2.4. Physical factors of the production environment. Hygienic requirements to the microclimate

production premises

. Sanitary rules and regulations (approved by Resolution of the State Committee for Sanitary and Epidemiological Supervision of the Russian Federation dated October 1, 1996 No. 21), etc.

These standards determine sanitary standards not only in workplaces, but also in other places (industrial, residential premises, etc.). At the same time, the new rules apply only to determine the maximum levels of physical factors in the workplace. Please note that the new SanPiN is common to all workplaces. However, for certain sectors (sub-sectors) of the economy, other sanitary and epidemiological requirements for physical factors in the workplace can be developed and applied. Such requirements are established taking into account technical feasibility, features of technological processes and equipment, and the specifics of work activity (clause 1.7 of SanPiN).

Such standards include “SanPiN 2.2.2506-09. Hygienic requirements for organizations for dry cleaning of products. Sanitary and epidemiological rules and standards” (approved by Resolution of the Chief State Sanitary Inspector of the Russian Federation dated April 27, 2009 No. 26).

When is the new SanPiN applied?

Responsibility for non-compliance with new SanPiN standards

individual entrepreneurs for organizations - from 50,000 to 80,000 rubles. In addition, the Code of Administrative Offenses of the Russian Federation contains, which provides for liability for violation

  • for citizens – from 100 to 500 rubles;
  • for officials – from 500 to 1000 rubles;
  • for individual entrepreneurs – from 500 to 1000 rubles (or administrative suspension of activities for up to 90 days);
  • for organizations - from 10,000 to 20,000 rubles (or administrative suspension of activities for up to 90 days).

Every parent knows that their child needs comfort, which will be provided by a preschool institution where the child spends a sufficient amount of time. In order for the child to be comfortable, it is necessary that the premises comply with sanitary standards. SanPiN is a special document that prescribes important norms and rules that relate to lighting, cleanliness and heat.

Since 2013, this paper has been periodically updated; new requirements for the microclimate, as well as for the placement of children in kindergarten. New norms and rules of nutrition, lighting, temperature conditions, dishwashing standards, epidemiological requirements in educational institution, as well as the technological nuances of the room are below. The working document has been developed taking into account all requirements, as well as parental control and direct participation.

Nutrition standards in kindergarten according to the new SanPiN 2017

In 2017, for children in kindergarten, there are 5 meals a day according to sanpin and cards. This allows you to maintain a balance that ensures the normal mental and physical development of the child in such important years for him. As for the sanpin menu, it’s a 10-day varied menu, which is approved by the head of the preschool institution. The variety of the menu is ensured not only through the chef’s skillful combination of dishes, but also through the use of various methods of processing the selected product.

Depending on the age of the children, the serving size may vary. For the older groups, the average daily amount of protein, carbohydrates and fats consumed has been developed; for the younger groups it is slightly different. If the situation requires it, the commission takes samples from each prepared dish.

According to Sanpin and new changes in the current year in each preschool institution a special sink must be equipped, which must have hot and cold water. If you suspect any infectious disease according to Sanpin, technical and technological surfaces should be treated with a special solution, for example, chloramine or chlorhexidine. Also, dishes in kindergarten must be properly processed, according to the new rules and maps.

Technological maps of dishes for kindergarten according to the new SanPiN 2017

In 2017, the technological maps were supplemented with new dishes that can have a beneficial effect on the development and growth of children according to sanpin. In total, the technological map for sanpin contains about 280 different dishes for every day, taking into account all the necessary micro and macroelements that should enter the child’s body. The technological map also contains information about:

SanPiN for kindergartens as amended as of 2017

Changes this year affected all technological characteristics of the kindergarten according to the new sanpin. Thus, life-size furniture in a preschool institution should be of only one group and correlated with the selected furniture in the room according to the standards. Each group must have its own new furniture.

If we talk about the courtyard area, then it should be well-groomed without poisonous plants containing thorns. If there is a swimming pool on the territory of the kindergarten, it must be cleaned after every 8 hours according to sanpin.

Responsibilities of a junior teacher in a kindergarten according to SanPiN 2017

According to the new changes to SanPiN, the junior teacher is obliged to:

Rules for washing dishes in kindergarten according to SanPiN 2017

According to the new changes in technological maps and rules for washing dishes, the dishwasher is obliged to:

SanPiN - temperature regime in kindergarten

According to new changes in documentation and sanitary standards in the garden, the room temperature should be approximately 21 degrees Celsius. At the same time, the temperature in the bedroom is allowed to be 18 degrees. For rooms in which games with children take place according to sanpin, the temperature should be 24 degrees. Also, the air humidity in the room is important, which should be at least 60 percent.

By Resolution No. 81 dated June 21, 2016, the Chief State Sanitary Doctor of the Russian Federation approved SanPiN 2.2.4.3359-16 “Sanitary and epidemiological requirements for physical factors in the workplace.” The document comes into force on January 1, 2017. At the same time, SanPiN 2.2.4.1191-03 “Electromagnetic fields in industrial conditions”, 2.2.2/2.4.1340-03 “Hygienic requirements for personal electronic computers and work organization” will become invalid.

New SanPiN establish parameters for the microclimate of industrial premises (permissible and optimal indicators of air temperature, surfaces, air speed and humidity for various categories of work according to energy consumption levels).

So, for example, in the cold season (when the outside temperature is below 10 degrees) for work with the lowest energy consumption, the optimal air temperature is 22-24 degrees Celsius, surface temperature - 21-25 degrees, air movement speed should not exceed 0.1 m /With.

For work with the highest energy consumption (for active physical labor) at the same time of year, the recommended air temperature is 16-18 degrees, and the “wind” speed is up to 0.3 m/s. The permissible values of the intensity of thermal irradiation of the body surface of workers from industrial sources heated to a temperature of no more than 600°C are also given. Requirements have been established for the organization of control and methods for measuring parameters.

The following sections of the new SanPiN are devoted to noise, vibration, infrasound, air and contact ultrasound, electric, magnetic, electromagnetic fields (including from personal computers), laser, and ultraviolet radiation at workplaces.

The appendices contain requirements for lighting in workplaces, the selection of footwear, hats, personal protective equipment, duration of work when the air temperature in the workplace is above or below permissible values, as well as a number of technical parameters and characteristics.

Compliance with the requirements of adopted SanPiN is mandatory for citizens in labor relations, individual entrepreneurs and legal entities. These SanPiN data do not apply to the working conditions of divers, astronauts, conditions for performing emergency rescue operations or combat missions.

Hygienic standards the impact of physical factors in the working environment is defined as the maximum permissible levels factors that, when working daily (except for weekends) for 8 hours, but not more than 40 hours a week, during the entire work experience, do not cause diseases or deviations in health that are detectable modern methods research, in the process of work or in the long term of the life of the present and subsequent generations.
